I don't know where you got this "caveat", but it is incorrect.
And, you don't have to go too far to disprove it. How about last year's Hilton Super Book Contest?
The top two contestants finished above 65% with #1 at 69.9% for the NFL season.

It can happen, but hitting over 65% is very, very rare. (I'm not trying to be an ass, I just don't like blanket statements that are incorrect)
