John Madden said Is it not funny that Mike Holmgren said I new we were playing the Steelers but did not know we were playing the referee's too...

He did not get fined because the NFL agreed that the game was one-sided and did not fine him...

He didn;t get fined because the NFL wanted the memory of that game to go away.

Had they fined him he would of appealed and it would of lingered.
