Lightbulb Poker Tables in PA Casinos Question???

Pennsylvania recently boomed with many casinos; however, they only have slots and racebooks. Needless to say, tables are not a matter of "if" but "when".

So here is the question: Currently, is it against the law to have poker rooms even though traditional games, such as blackjack, are not yet available? I say this because, with poker, everyone uses his or her own cash rather than the casino's cash?

Am I making sense? Thoughts?
